The 11-member Biomedical Research Advisory Council (BRAC) advises the State Surgeon General on the direction and scope of the James & Esther King Biomedical Research Program and the Bankhead-Coley Cancer Research Program.
Four of the BRAC members are appointed by the Governor:
- 2 with expertise in biomedical research
- 1 from a research university in Florida
- 1 representing the general population
The President of the Senate shall appoint two members:
- 1 with expertise in behavioral or social research
- 1 from a cancer program approved by the American College of Surgeons
The Speaker of the House of Representatives shall appoint two members:
- 1 from a professional medical organization
- 1 from a cancer program approved by the American College of Surgeons
The three remaining BRAC members are designated by three private philanthropic organizations:
- 1 by the Florida Division of the American Cancer Society
- 1 by the Florida/Puerto Rico Affiliate of the American Heart Association
- 1 by the American Lung Association of Florida
The BRAC is charged with developing the strategic objectives and priorities of the programs, and with recommending which research proposals should be funded, based on the scientific merit of the proposals, as determined by open competitive peer review.
